Український генерал недипломатично приєднався до путінського міністерства закордонних справ у нападках на Організацію Об’єднаних Націй.
The Ukrainian general undiplomatically joined Putin’s Foreign Ministry in attacking the United Nations (read the article in English below).
У своєму виступі на Лондонській оборонній конференції 9 травня 2025 року Посол і генерал Залужний переконував, що НАТО безсиле у колективній самообороні та слабкіше за ЗСУ зразка 2024 року, висловив зневагу до міжнародного порядку, основою якого є Статут ООН, статті 2 та 33 якого вимагають вирішення міжнародних суперечок мирними засобами без застосування військової сили, а також заявив, що: «…ООН – в 2025 році вже не змогла навіть офіційно визнати очевидний факт щоденного вбивства українців».
Твердження Залужного, що ООН нібито офіційно не визнає факт щоденного вбивства українців, не відповідає дійсності і є частиною системної наклепницької дискредитації ООН у мілітаристичній пропаганді, якою українців обманюють у різних формах, від коментарів “експертів” у медіа до анімації. Наприклад, автор популярних серед молоді мілітаристичних мультфільмів Фріоніс домалював Генерального секретаря ООН разом з Папою Римським до ворогів України, що супроводжують путінський танк, на обкладинці свого YouTube-каналу.
Поширена Залужним дезінформація про ООН спростовується численними заявами представників ООН. Наприклад, 13 квітня 2025 року Мунір Мамедзаде, Голова Представництва ЮНІСЕФ (дитячого фонду ООН) в Україні, заявив, що кожного дня російської агресії обриваються дитячі життя. 4 жовтня 2023 року Даніель Белль, голова Моніторингової місії ООН з прав людини в Україні, заявила, що кожного дня після російського вторгнення в Україні гинуть цивільні. На кожному засіданні Ради безпеки ООН з питання порядку денного «Підтримка миру та безпеки України», в тому числі цього року, представники ООН озвучують статистику смертей українців з вини російської армії. Воєнні злочини з боку держави-агресора постійно викриваються у офіційних доповідях ООН, через що з російського боку постійно лунають розлючені, але непереконливі заперечення.
Показово, що російські дипломати, безуспішно намагаючись виправдати брутальну і злочинну агресивну війну своєї держави та збройних сил проти України, постійно вдаються до голослівних нападок на систему ООН, Генерального секретаря ООН та інших співробітників ООН та міжнародних організацій системи ООН. Наприклад, за три дні до виступу Залужного, в якому він поширив вказану дезінформацію, на брифінгу в зовнішньополітичному відомстві держави-агресора ставилася під сумнів заява представника Генерального секретаря ООН пана Дюжарріка про те, що під час чергового нападу російських збройних сил на українські міста загинуло 175 мирних жителів.
ВІЛЬНІ ЦИВІЛЬНІ звернулися до Залужного та МЗС України з проханням офіційно спростувати поширену дезінформацію, а також пояснити, навіщо було приєднуватися до держави-агресора у нападках на Організацію Об’єднаних Націй і яка буде робота над помилками. Прохання надати коментар ігнорувалися протягом місяця, незважаючи на наші неодноразові телефонні дзвінки, а отримані згодом відповіді є суто формальними і, по суті, є відмовою коментувати проблему та навіть визнавати її. Українське посольство в Лондоні повідомило, що не уповноважене надавати коментарі журналістам. МЗС України обмежилося роз’ясненням загальних правил щодо того, що дипломати представляють офіційну позицію держави і до них можуть бути вжиті заходи, якщо вони поводяться не так: “Співробітники системи органів дипломатичної служби зобов’язані діяти у відповідності до розпорядчих документів (директив, вказівок, технічних завдань, доручень, орієнтувань тощо) МЗС. У разі розбіжностей між змістом таких документів та перебігом їх виконання, керівництво Міністерства вживає [заходи] роз’яснювального, організаційного або дисциплінарного характеру. З огляду на чутливість окремих питань зовнішньополітичної роботи, частина відповідних заходів є непублічною”. Незрозуміло, чи будуть вжиті будь-які заходи до Залужного, в тому числі, в контексті президентських рішень щодо змін керівників закордонних установ України, які очікуються у липні. Було б логічно, якщо б після цього епічного ляпу скандального посла перемістили в порядку ротації на посаду, де він матиме менше можливостей завдавати шкоди репутації України як відповідальної учасниці міжнародних відносин, що підтримує та виконує Статут ООН і просуває конструктивні пропозиції реформ, щоб посилити світове мирне урядування, а не сіє ненависть до ООН безглуздою дезінформацією на руку кремлю.
Поширюючи дезінформацію про ООН, Залужний порушив вимоги об’єктивності та чесності, які віднесено до основних принципів дипломатичної служби за статтею 4 Закону України “Про дипломатичну службу”, вимоги щодо підтримання мирного і взаємовигідного співробітництва з членами міжнародного співтовариства за загальновизнаними принципами і нормами міжнародного права за статтею 18 Конституції України та вимоги сумлінності і надання допомоги ООН за статтею 2 Статуту ООН, якого Україна зобов’язалася дотримуватися. До речі, з нагоди 80-ї річниці підписання Статуту Організації Об’єднаних Націй МЗС України опублікувало коментар, в якому наголошується на необхідності зміцнення міжнародного правопорядку, захисту прав людини та мирного співіснування держав, підтверджується відданість України цілям і принципам Статуту ООН, підкреслено історичний внесок України у створення та реформи системи ООН, а також міститься справедливий заклик до обмеження права вето “великих держав” у Радбезі ООН у випадках агресії, геноциду та воєнних злочинів і злочинів проти людяності.
На думку дослідників міжнародних відносин з США та Франції Манфреді-Санчеса та Хуанга, дезінформація послаблює довіру між партнерами, підриває традиційну стриманість дипломатичного корпусу і спричиняє антидипломатичну поведінку. Науковці зазначають, що дипломати “повинні знову здобути довіру суспільства, надаючи правдиву інформацію та консенсусні наративи”.
“Викликає занепокоєння, що за даними соціологічного опитування центру Социс, один з п’яти українців готовий віддати свій голос на президентських виборах брехливому мілітаристу Залужному, який, так само як московські руйнівники міжнародного правового порядку, ненавидить світові інституції мирного урядування та прагне продовжувати війну до нескінченності. Це результати бездумної пропаганди сліпої довіри до армії, зловживання якою ми бачимо кожного дня, коли військові нападають на адвокатів і не дають повноцінно надавати правову допомогу в ТЦК, свавільно затримують та катують сумлінних відмовників. На жаль, чинний президент Зеленський, який, здається, щиро прагне справедливого завершення війни та вживає всі можливі заходи для мирного припинення російської агресії відповідно до вимог Статуту ООН, має практично такий самий рейтинг, лише трішки більший, 22% у порівнянні з 20% у Залужного. Якщо не буде посилено демократичний цивільний контроль, якщо не розвиватиметься культура миру та масовий мирний спротив цивільних антиконституційним претензіям радикалів на військову диктатуру, ми можемо втратити свободу, майбутнє і все, за що ми любимо Україну, та опинитися в такій самій трагічній безодні, як держава-агресор, приклад якої показує всі жахи правління твердою рукою, коли державу очолює розпалювач війни” – прокоментував ситуацію Юрій Шеляженко, голова Українського Руху Пацифістів.
У минулому Залужний також здобув сумнівну славу своїми заявами про те, що Україна нібито увійшла “у стан затяжної війни, вихід із якою вже сьогодні здається неможливим”, і що військкоми, звільнені Президентом Зеленським за правопорушення під час мобілізації, нібито “були професіонали, вони знали, як це робити”.
Залужний – не єдиний український чиновник, який дискредитує ООН. Шквал сумнівних нападок можновладців у січні цього року викликала 41-ша періодична доповідь Управління Верховного комісара ООН з прав людини, де йшлося не тільки про жорстоке російське кровопролиття, але й про порушення з українського боку, такі як позбавлення свободи та катування сумлінних відмовників від військової служби. Народний депутат Микита Потураєв, голова Комітету Верховної Ради України з питань гуманітарної та інформаційної політики, у інтерв’ю вебсайту “Главком” неправдиво стверджував, що доповідь ООН нібито являє собою “просто набір гасел, який не має під собою жодних доказів”, хоча всі правозахисні доповіді ООН ґрунтуються на інформації, яка ретельно перевіряється і обов’язково має бути підтвердженою кількома джерелами, включаючи офіційні, причому ця методологія пояснюється у самій доповіді. А Уповноважений Верховної Ради України з прав людини Дмитро Лубінець стверджував, що у доповіді нібито ототожнюється агресор із жертвою і зрівнюються порушення з українського та російського боку. Коментуючи таку неконструктивну критику Радіо Свобода, експерт Центру громадянських свобод В’ячеслав Ліхачов зазначив, що інформацію для доповідей ООН збирають на основі безпосередніх свідчень постраждалих і перевіряють, та оцінив заяву Лубінця таким чином: «Це політична заява на внутрішню аудиторію, але вона шкодить зовнішній комунікації та іміджу України. Той факт, що Україна іноді може давати привід для зауважень, не урівнює її з Росією ні за кількістю, ані за глибиною порушень».
Після повномасштабного російського вторгнення у лютому 2022 року Організація Об’єднаних Націй активно надає українцям значну гуманітарну допомогу, яка охоплює мільйони людей і коштує мільярди доларів. Ця допомога включає продовольство, воду, медикаменти, притулок та фінансову підтримку постраждалих від російської агресії, а також психосоціальну допомогу та захист вразливих груп. Крім того, ООН залучена до відновлення критичної інфраструктури (водопостачання, енергетика, транспорт), розмінування територій, відбудови житла та підтримки економічного зростання. Також ООН здійснює моніторинг дотримання прав людини, допомагаючи виявляти та вирішувати існуючі проблеми всередині держави, а також повідомляє на міжнародному рівні про порушення та злочини з російського боку, що стримує державу-агресора, сприяє подальшому відновленню справедливості та притягненню до відповідальності порушників. Ця добра робота ООН заслуговує на вдячність з боку України замість нечесних докорів.
Militarist Ambassador Zaluzhnyi spreads disinformation about the UN
The Ukrainian general undiplomatically joined Putin’s foreign ministry in attacking the United Nations.
In his speech at the London Defense Conference on 9 May 2025, Ambassador and General Valerii Zaluzhnyi argued that NATO is powerless in collective self-defense and weaker than the Ukrainian Armed Forces of 2024, expressed contempt for the international order, the basis of which is the UN Charter, Articles 2 and 33 of which require the resolution of international disputes by peaceful means without the use of military force, and also stated that: “…the United Nations, in 2025, can’t officially acknowledge the obvious fact that Ukrainians are being killed every day.”
Zaluzhnyi’s claim that the UN allegedly does not officially recognize the daily killing of Ukrainians is untrue and is part of the systematic slanderous discrediting of the UN in militaristic propaganda, with which Ukrainians are deceived in various forms, from media punditry to animation. For example, the author of militaristic cartoons popular among young people, Freeonis, drew on the cover of his YouTube channel the UN Secretary General along with the Pope among the enemies of Ukraine, accompanying Putin’s tank.
The disinformation about the UN spread by Zaluzhnyi is proved false by numerous statements by UN representatives. For example, on 13 April 2025, Munir Mammadzade, a Representative of the UNICEF (UN Children’s Fund) in Ukraine, stated that every day of Russian aggression, children’s lives are cut short. On 4 October 2023, Danielle Bell, Head of the UN Human Rights Monitoring Mission in Ukraine, stated that every day after the Russian invasion of Ukraine, civilians have fallen. At each meeting of the UN Security Council for the briefing on “Maintenance of peace and security of Ukraine”, including this year, UN representatives report sad statistics on the deaths of Ukrainians from attacks by the Russian army. War crimes by the aggressor state are exposed in numerous official UN reports, which is why the Russian side constantly makes angry but unconvincing denials.
It is notable that Russian diplomats, unsuccessfully trying to justify the brutal and criminal aggressive war of their state and armed forces against Ukraine, constantly resort to unfounded attacks on the UN system, the UN Secretary-General and other UN staff and international organizations of the UN system. For example, three days before Zaluzhny’s speech in which he spread the disinformation, Maria Zakharova at the Russian foreign ministry’s press briefing baselessly questioned the statement of the UN Secretary-General’s spokesperson, Stéphane Dujarric, that 175 civilians had died during another attack by the Russian armed forces on Ukrainian cities.
FREE CIVILIANS sent requests to Ambassador General Zaluzhnyi and the Ministry of Foreign Affairs of Ukraine asking to denounce the disinformation about the UN, to explain why the general joined the aggressor state in attacks on the United Nations, and what will be done to correct the mistake and avoid repetitions. Requests for comment were ignored for a month, despite our regular phone calls, and the responses received later are purely formal, in essence, conveying a refusal to comment on the problem or even acknowledge it. The Embassy of Ukraine to the United Kingdom responded that it is not authorized by the law to provide comments per requests of journalists. The Ministry of Foreign Affairs of Ukraine limited itself to explaining the general rules that diplomats represent the official position of the state and measures may be taken if they are not doing so: “Employees of the diplomatic service system are obliged to act in accordance with the regulatory documents (directives, orders, technical tasks, instructions, orientations, etc.) of the Ministry of Foreign Affairs. In case of discrepancies between the content of such documents and the course of their implementation, the Ministry’s leadership takes [measures] of an explanatory, organizational or disciplinary nature. Given the sensitivity of certain issues of foreign policy work, some of the relevant measures are non-public.” It is unclear whether any disciplinary measures were or will be taken in regard to Zaluzhnyi, including in the context of presidential decisions concerning changes of leaders of embassies that are expected to be announced in July, according to Foreign Minister Sybiha. It would be reasonable if, after this epic blunder, the scandalous ambassador will be moved to a position where he would have less opportunity to damage Ukraine’s reputation as a responsible participant in international relations, one that upholds and implements the UN Charter and promotes constructive proposals of reforms to strengthen the peaceful world governance, rather than spreading hatred to UN with bogus disinformation that plays into the hands of the Kremlin.
By spreading disinformation about the UN, Zaluzhnyi violated the prescriptions of Article 4 of the Law of Ukraine “On Diplomatic Service” requiring objectivity and honesty as the basic principles of the diplomatic service, went against the requirements for maintaining peaceful and mutually beneficial cooperation with members of the international community in accordance with generally recognized principles and norms of international law under Article 18 of the Constitution of Ukraine, and disrespected the requirements of good-faith behavior and providing assistance to the UN under Article 2 of the UN Charter, which Ukraine has undertaken to adhere to. By the way, on the occasion of the 80th anniversary of the signing of the United Nations Charter, the Ministry of Foreign Affairs of Ukraine published a commentary that emphasizes the need to strengthen international law, protect human rights, and peaceful coexistence of states, confirms Ukraine’s commitment to the goals and principles of the UN Charter, highlights Ukraine’s historical contribution to the creation and reform of the UN system, and also contains a fair call for limiting the veto privilege of “great powers” in the UN Security Council in cases of aggression, genocide, war crimes, and crimes against humanity.
According to Manfredi-Sánchez and Huang, international relations scholars from the United States and France, disinformation weakens trust between partners, undermines the traditional discretion of the diplomatic corps, and leads to anti-diplomatic behavior. The scholars note that diplomats “must regain public trust by providing truthful information and consensus narratives.”
“It is worrying that, according to a sociological survey by the Socis centre, one in five Ukrainians is ready to vote in the presidential elections for the militarist liar Zaluzhnyi, who hates world institutions of peaceful governance and seeks to continue the war indefinitely, like Moscow’s destroyers of the international legal order. These are the results of the reckless propaganda of blind trust in the army, the abuse of which we see every day when the military attacks lawyers and denies in legal aid to conscripts, arbitrarily detains and tortures conscientious objectors. Unfortunately, our current President Zelenskyy, who seems to sincerely seek a just end to the war and is taking all possible peaceful measures to stop Russian aggression in accordance with the requirements of the UN Charter, has almost the same rating, only slightly higher, 22% compared to Zaluzhnyi’s 20%. Without strengthening democratic civilian control, culture of peace and mass peaceful resistance of civilians to the anti-constitutional pursuit of military dictatorship by radicals, we may lose our freedom, future, and everything for which we love Ukraine, and find ourselves in the same tragic abyss as the aggressor state, the example of which shows all the horrors of a regime ruling with a strong arm when the state is headed by a warmonger,” Yurii Sheliazhenko, leader of the Ukrainian Pacifist Movement, commented on the situation.
In the past, Zaluzhnyi also made infamous statements that Ukraine had allegedly entered “a state of protracted war, a way out of which seems impossible today,” and that the commanders of military recruitment centers fired by President Zelenskyy for grave abuses during mobilization were, in Zaluzhnyi’s view, “professionals, they knew how to do it.”
Zaluzhnyi is not the only Ukrainian official discrediting the UN. There was a barrage of dubious attacks in January this year after UN OHCHR released the 41st Periodic Report on the Human Rights Situation in Ukraine (1 September to 30 November 2024), which not only covered cruel Russian bloodshed but also exposed violations on the Ukrainian side, such as detentions and torture of conscientious objectors. Mykyta Poturayev MP, head of the parliamentary Committee on Humanitarian and Information Policy, falsely claimed in an interview to the Glavcom website that the UN report was “just a set of slogans that have no evidence behind them,” although all UN human rights reports are based on information that is thoroughly verified and must be confirmed by several sources, including official ones, and this methodology is explained in the report itself. And the Parliamentary Commissioner for Human Rights, Dmytro Lubinets, claimed that the report allegedly equalizes the aggressor with the victim and equates violations on the Ukrainian and Russian sides. Vyacheslav Likhachev, an expert of the Center for Civil Liberties, commenting to Radio Liberty such unconstructive criticism, noted that information for UN reports is collected on the basis of direct testimonies of victims and further verified, and assessed Lubinets’ statement as follows: “This is a political statement for the internal audience, but it harms external communication and the reputation of Ukraine. The fact that Ukraine can sometimes give reason for criticisms does not equate it with Russia either in terms of the number or depth of violations.”
After the full-scale Russian invasion in February 2022, the United Nations has been actively providing significant humanitarian assistance to Ukrainians, reaching millions of people and costing billions of dollars. This assistance includes food, water, medicine, shelter and financial support for those affected by Russian aggression, as well as psychosocial assistance and protection for vulnerable groups. In addition, the UN is involved in the restoration of critical infrastructure (water supply, energy, transport), demining territories, rebuilding housing and supporting economic growth. The UN also monitors human rights protection, helping to identify and address existing problems within the state, and reports internationally on violations and crimes by the Russian side, which deters the aggressor state, contributes to the further restoration of justice and the holding of violators to account. This good work of the UN deserves gratitude from Ukraine instead of unfair reproaches.
